Megan is the Director for Policy Research at ICS. She will help direct ICS’ research on early childhood policy as well as support its technical assistance for Pay for Success jurisdictions. Megan was previously the Policy Research Coordinator at the National Institute for Early Education Research at Rutgers University, where she managed the State Preschool Yearbook, NIEER’s annual report on state-funded pre-K policy. She also provided technical assistance to states through NIEER’s Center on Enhancing Early Learning Outcomes, a federally-funded TA center focus on improving outcomes for children from Birth to age 8. Megan holds a Master of Public Policy, with a concentration in social policy, from the Edward J. Bloustein school at Rutgers University. She graduated magna cum laude from Fairfield University in Connecticut, majoring in sociology and politics.
